For decades, the assassination of President John F. Kennedy has been shrouded in mystery, with persistent doubts surrounding the official narrative that Lee Harvey Oswald acted alone.
Now, a former Central Intelligence Agency (CIA)-Department of State historian has come forward with explosive claims that the agency deliberately misled congressional investigators—and even bragged about it in an internal report.
Thomas Pearcy, now a history professor at Slippery Rock University, told Axios that while working in a secure CIA facility in 2009, he stumbled upon a classified inspector general’s report detailing how intelligence officials misled the House Select Committee on Assassinations (HSCA) during its late-1970s probe into Kennedy’s murder.
The document allegedly contained a 1978 memo in which a CIA officer boasted about presenting sanitized files to HSCA chief counsel Robert Blakey, obscuring key details about Oswald’s activities in Mexico City weeks before the assassination.
Pearcy described the report as a “blueprint of a cover-up, how to lie to Congress and the American people.” According to his account, CIA officers provided Blakey with heavily redacted versions of investigative files from the agency’s Mexico City Station, where Oswald had visited the Cuban and Soviet embassies in September 1963. The originals allegedly contained surveillance photos and film, which the CIA has long denied possessing.
The whistleblower recalled seeing references to “Oswald in Mexico” on a film canister, as well as mentions of four Hasselblad cameras and 2,300 photographs—evidence that, if confirmed, could reshape the historical understanding of Oswald’s movements before Nov. 22, 1963.
The HSCA ultimately concluded that Kennedy was “probably assassinated as a result of a conspiracy”—but without identifying other conspirators. Pearcy’s revelation suggests the CIA may have actively obstructed that investigation.
This is not the first time the CIA has faced allegations of withholding JFK assassination records. Jefferson Morley, a historian and editor of “JFK Facts,” has long argued that the agency engaged in systematic deception—including concealing the role of agent George Joannides, who monitored Oswald before the assassination and later misled the HSCA.
In 2017, President Donald Trump ordered the release of thousands of classified JFK documents, but many remain redacted or withheld. The CIA has stated it is “committed to full transparency,” yet Pearcy’s account raises new questions about what else remains hidden.
The JFK assassination remains one of America’s most enduring conspiracy theories precisely because of the government’s opacity. If Pearcy’s claims are verified, they would confirm long-held suspicions that intelligence agencies manipulated the investigation—not just to protect sources and methods, but to obscure potential involvement in the plot.
With the 62nd anniversary of Kennedy’s death approaching, researchers and lawmakers—including Rep. Anna Paulina Luna (R-FL), who has pushed for further declassification—are renewing calls for full disclosure.
“This document should have been released a long time ago,” Morley said.
